First of all, let me correct you:

You mean you went over the line in trash-talking in a competitive online game. It's one thing to toss about some competitive BM, but you have to know when to lay off, elsewise...Well, you're already there, aren't you?
But then, I find out that you can't get a border at the end of the season unless you're honor 2 (a rank border in the loading screen). AND you can't participate in clash either.
Isn't that taking it a bit too far?
No...? Why should dishonorable people get rewards or - more - participate in high-stakes competitive modes? If you crack under the pressure of Ranked play, what's it gonna be like when things go sour in Clash - a gamemode, which, by the way, is more competitive than Ranked play?
Setting the bar to entry at Honor 2 - the baseline Honor level for all accounts - ensures that the pool of competitive players in Clash is pruned of the most likely candidates for toxicity. There may still be some toxic players in Clash, but setting an Honor prerequisite ensures that those who were punished for (semi-)recent misbehavior don't bring their toxicity into a gamemode where people want - more than ever - to win.
As for End of Season rewards...Again, tell me exactly why dishonorable players should be rewarded? Sure, I can agree, it's a bit harsh for some folks who truly have reformed to just have to stew in silence because, despite their efforts and skill, they don't get their End of Season rewards, but, such is the bed they made themselves in the first place.
You've still got the rest of the year to climb back in honor ranks. If you want your End of Season rewards, earn it. Don't expect that your misbehavior isn't gonna have consequences.
There are so many toxic people in this game, and punishing them by depriving them of certain features, along with chat restrictions and bans, is just counter-productive.
Is it, really? The point of a punishment is to provide negative reinforcement to an undesirable action. Riot doesn't want people being toxic, so it only makes sense that players who act out and break the rules don't get some of the greater benefits the game provides. If they still got End of Season Rewards and access to Clash, what would be stopping them from continuing their misbehavior oh-so infrequently as to keep their account, but still enough to ruin people's experiences?
Again - I can agree that, for some people, it's pretty harsh. I could lament their potential wasted efforts all day long, but, I don't come to the boards to wax poetic. At the end of the day, though, people have been asking for harsher punishments to players who break the rules, and the indirect approach seems to be perfectly viable, IMO.
