So basically everything in chat is flame. You can't say anything but: gg, gl&hf, gj, wp. Even if u ask people to do smtg you usually get response "muted for flame and reported". What happened? Also if guy just literally just "trolls" all game and at the end says "i just have bad game" he gets away without punishment, yet guy who said "please stop feed" or "you suck" gets punished. And yes usually that happens on important promo games and ranked. I have notthing to say about normals, but in ranked you want people to do their best because of rewards. How is that a thing?

No, someone trolling will not get off just because they claim it was a bad game.

But someone who looks like it might be a bad game will not get punished just because I ban yasuo sry from EUW is mad at them.

And no, not everything is toxicity, and 99.9% of punishments for chat are legitimate. Only severe or persistent flaming is punished, not a couple slip ups.

Riot thinks anything they consider negative is "flame" or "toxicty". Can't give criticism, can't banter, can't be sarcastic etc.

It's really sad players that like to express themselves through chat are subjected to the shitty IFS
