All 9 players in the game verbally abused me.

Every single person in the game verbally abused me calling me names, being racist, etc. They all said they were gonna report me for 'inting and verbal abuse'. I kept my cool, but these guys were like mad or something. I did feed, went 0-10 but was just so tilted from the chat and losing streak. Will they get punished for toxicity or does it need multiple reports for riot to do anything? I'm fairly new to the game, just started to play ranked and this community seems a bit toxic.

Punishments are given out according to severity and quantity. Players are punished swiftly for severe chat, but more slowly for less toxic chat.

Did you report them? If so then they may receive chat bans, game time bans or permabans if their behavior is consistently like this.
If people begin to harass you, mute them. Why keep listening to them and letting them tilt you?

Looking at the down-vote of your post, I can tell that people in NA hate feeding more than verbal abuse. I guess their logic is that feeding causes verbal abuse, so you deserve it. However, poverty could also cause crime. Though most people blame crime, they all try their best to get rid of poor area. That's the fact of most countries in the world. My suggestion is that you become them if you can't change them
