The summoner's code is a guideline on how to behave towards your teammates.

"If someone's really starting to bother you, the mute and ignore commands are always there to resolve the situation"

This could be interpreted as "don't flame them back. Take the higher road and don't engage"

This does not say "Do not report a person"

If Riot never intended anyone to report anyone in a game, why is the reporting system there? Your interpretation of the totality of the situation and the text within the summoner's code makes no sense.
