What is this riot?

I am just a casual league player in the OCE server, I've been hovering around gold for the past year or so but this recent game in promos has really ticked me off. I don't get how flaming someone is bannable (simple counter - mute messages) but hard inting is not followed up at all. Take the above example, 2-17 bot lane in which I advised them numerous times of what to do yet they kept deliberately running into their bot lane as if they are unchained monkeys running after bananas. Not only did they hard int, they made my jungle life hell by consistently following me and taking creeps even though I asked multiple times for them to stop. This isn't another REEEE LOW ELO post but more of a genuine failure of riot for monitoring such activities. I understand that everyone has off days or bad games but why should I be punished for another players incompetence? If they are on tilt or having a bad day, they could simply not queue up at all or play in another game mode rather than continuously feeding their lane in a ranked game where the outcome actually affects others. The fact of the matter is that the tribunal does nothing to ban players who are clearly intentionally feeding or trolling in games, this issue is more prominent in ranked queues. It has just gotten to the point where you can grind for days for LP only to have it washed away by inting laners who has consistently been feeding in ranked games. A lot of you are going to say "why didn't you just dodge" and trust me, I would have if my previous promo games didn't have the same issue. Players that literally, feed 10+ kills to laners then decide to troll others because "the games over, ff@15". There is an overarching issue with the overall game system in league which needs to be addressed, there should be instant punishments for players who are genuinely feeding and trolling multiple games in a row. I doubt that this post will get any attention let alone any action done but I just wanted to put this out there cos why not.
