Account cant receive level 6 or 7 mastery if bad behavior

I understand that i should not get hex tech rewards like chest and keys for my bad behavior in game but not rewarding level 6 and 7 champion shards is not right getting an S is hard enough now i have to wait like 3 months before getting those S even count that not right
