About a friend who got banned.

Hello, I would like to ask a question to the support of Riot Games. So, one of my friend got banned recently ( permanent ban ) for slightly flaming his teammates that were griefing his game. I told him to come play with me a game and when he connected he saw that he got banned for only one game. I'd like to ask if it is possible for him to get unbanned, and get a second chance on this account. I swear to god he will reform himself and become a better version of himself as he will learn from his mistakes. I know that he has been negative during this game and I hope he will be unbanned as it would be very kind from you to give him a second chance. I don't know if this ban was a mistake as I've seen people more toxic not getting banned but even if it was a mistake, his behavior was still toxic and bad. He could get monitored after his unban to see if he is truly reformed or you could at least reduce his ban to 15 days or more.
