Personal experience : been banned many times(don't care), do I still spend money on riot games(yeah). I dont really care about accounts I dont see this game in that context. It is a sandbox game, that feels like an arcade game where you use to put quarters in. I have no problem giving riot money to play the game, because I know they put in work and I find it fun.

If they ban my account with RP skins on it I dont really care, I used the service and had fun on it. I know it doesn't make sense to most of you, but personally I just dont care about toxic players and the rules so if I break them I accept my fate and move on and try again. Riot has never stopped me from making a new account, and never not took my money and banned me when it was appropriate. The system works just be honest with yourself.
