People I Know Got Permabans...They Started All Over, Difference?

I've witnessed many many many people who were cheaters, extremely toxic players ( racists and threatening), and even AFKers/Trolls, but one thing is common amongst them; they all started all over again, unchanged. Are Riot Games proving that rule-breakers are encouraged to simply start over by making new accounts?

No. They're being told that they are wasting their time (and possibly money) by playing League. At no point does Riot ENCOURAGE* them to try over. The problem is that Riot has no real ability to prevent new accounts, and because they don't actively prevent it (except in a few select fringe cases, i.e. Tyler1), some people interpret that as encouragement.

Riot is saying they aren't welcome, by banning their accounts. Some people don't listen, though. These are the people who think Riot "forces" people to pay for skins multiple times and somehow its a scam on Riot's part.

*I will acknowledge that Riot does tell people that, if they want to continue playing, they'll need to make a new account; they won't be lifting the ban from the previous account. But they don't encourage people to continue playing League, and definitely don't say they SHOULD create new accounts.

A permanent ban might as well be a great big flashing neon sign that says: #"You are not cut out for this community, you've been warned before and didn't change. Bye"

The fact that these people go make new accounts just to get those banned eventually as well just means that they are stubborn. Which is not always a good attribute, especially in this scenario.

I've been permabanned once. I am honor 3 on this account, my main has always had honor badges, and yet I just recently lost honor 5 on my alistar account for telling a premade to do things to my oversized black member. Likely these players are from other grinding oriented games and don't waste much time leveling a new account. I currently have 7 level 30 gold ranked accounts, all self leveled between S4-S7. League accounts aren't exactly expensive to buy either if you're just looking for a quick start (btw not all bought accts get caught sadly, even WHEN you report them, I know from experience reporting my "friend").
