Does the tribunal or reporting actually do anything?

I'm starting to think the only way someone can get even a temporary ban anymore is to blatantly piss literally everyone off in a game. The last game I played the adc openly admitted he was a first timer with him. Ok, fine, so I babysat him, made sure he didn't feed. Then he starts afking and when he comes back he apologizes because while he's afk he's getting drunk and vomiting. These are norms and I'm expecting this some of the time but thats almost all I've seen this evening and these brazen turds are only becoming more numerous and regularly found over time.

I said all that to vent honestly but I just wanted to ask others if there really are players or anyone at all doing this tribunal or if it even exists. More and more often I find players who as far as i can tell are there just to troll, meaning they regularly afk, refuse to group (if anyone even groups at all), or are just plain toxic in one way or another. The whole point of having a reporting system i thought was to keep this sort of stuff in check but since I've seen even more of this either the tribunal is some made up bull riot cooked up to make players believe those people are getting their warnings and bans (temporary or permanent), the system itself is uselessly obsolete, or anyone who just wants to play as the game was meant to has already left to play something else. The last I'm betting is most likely since I, my friends, and random players will say they spend little to no time on lol anymore. I know I've basically walked away from it for a few months at a time (save jumping on to knock out a daily on bots) simply because those who are playing for fun and actually trying to win have become so few and far between.

The Tribunal doesn't exist anymore.

Maybe people think it does because this is still in the TOS :

2.1.3. The Tribunal®. The Tribunal® system allows our community of users to police the compliance of other users with the “Summoner’s Code,” which outlines the principles of ideal game play behavior, as well as with our other policies. Community members, including you, may submit descriptions of activity and actions of certain users within the Game, and collectively determine if that particular user was in compliance with our policies. If The Tribunal determines, in its sole discretion, that you have violated one of our policies, we may suspend or terminate your account on behalf of the community. This is still in the Privacy Policy :

D. The Tribunal We’ve empowered the League of Legends community to help police compliance with our policies related to in-game behavior. Players may report each other and submit descriptions of their in-game activity and actions, and in certain cases, collectively determine if the reported behavior constituted a violation of rules and procedures that apply to player conduct.

As described in our Tribunal Policy, we record in-game chat and store it for a period we determine in our sole discretion from time to time. If you’re reported and your case is brought before The Tribunal, chat from the reported game sessions will automatically be included in The Tribunal report and available for viewing by others. In the same page they're saying "We’ll update our privacy policy from time to time to reflect changes in technology"

And we even are still linked to the Tribunal Policy in the privacy policy as if it still exists and is their current system in use.

#I really think RIOT should update those pages :)

Anyway you should always use the report function it's your best bet ! But be aware that if someone wants to never group, or if he wants to play support and stay near the top/mid laner all game it's not punishable, you can't enforce certain strategy/meta thingy on people.

If they are truly constantly running the game purposely, they will be punished. It's just that you typically won't know that they got punished.

Like The Cream Reaper said, the Tribunal hasn't been around for a few years. It was iceboxed indefinitely, and replaced with the Instant Feedback System (IFS).

That said, reporting does do something - if you report a player, they're flagged for review, and the IFS looks over the game. If the player's behavior was found to be under the community standard, they'll either get marked or punished, depending on the severity and frequency of their behavior.

Just because you see multiple players misbehaving doesn't mean that the IFS doesn't work - those players have to be reported for their behavior to be looked at and for them to receive punishments for it.

The system only works for flamers and afkers (real afker, who doesn't move). Nothing else.
