If Riot really wants to solve this issue they need to unban my boi Nubrac and hit NB3s main account with a perma.
1 - If we're being fair about this situation, NB3 deserves a 14-day gameplay suspension at best. Regular players receive 2 chances at most for gameplay offenses, everyone should be treated equally. Although I think you could make the case that since he's a representative of Riot or the community he should be held to a higher standard, but a permanent ban is too severe.
2- The high ELO community (namely Master+ where Nubrac was ranked) hated his playstyle and the majority of them considered him to be a troll. Looking at it objectively: Nubrac did not communicate with his team, didn't maintain a positive winrate with this strategy, and was reported by multiple people and not just NB3. Here are some quotes from popular streamers/personalities who dealt with Nubrac first-hand:

"Half of reddit unironically defending nubrac is so disgusting - the kid actively ruins every game by picking teemo support and laning top/mid. Sitting invis in the middle of lane soaking xp while bot is 2v1 hahahah. This shit isn’t revolutionizing the meta it’s 400 games 48% wr"

"nubrac has been a troll since season 4, i don't know why anyone is pitying him for the ban... no one signs up to play duo mid and solo adc when they queue for ranked, its an obvious stunt and people are falling for it. if anything nightblue did the high elo community a favor"
Jensen -
"imagine having a teemo support soaking xp mid and calling it a 'off meta strat' 🤣🤣
hopefully i'll never have to experience this strat :)"
Doublelift -
"guys if I was in my promo and game 5 a teemo support ran mid and soaked xp while I got zoned 1v2 I would 100% report it no questions asked"

"He has gone on too long being toxic in games and holding games hostage that he is literally more of a deficit to the team than a positive, and getting him in champ select makes me want to dodge."
I've seen 2 examples of NB3 being toxic or "holding games hostage." Once when he AFKed mid game, the second being that photo of his interactions in the champ select lobby. If you have proof of this happening, come forward with it, because that behavior hasn't been made public. Your personal anecdotes aren't enough for Riot or the community to make a decision on NB3.

"Also I am pretty sure it is against Riot policy to snap ban an account without looking into the situation, pretty sure whoever it was needs to be fired on the spot"
Except that's not what happened, here's a quote from Riot WookieCookie directly.
"This player in particular popped up on our radar a few weeks ago and we decided to not take action at that time because playing Teemo in this method is not against our rules."
"However, after reviewing the continued reports we were receiving (from multiple sources)"
Multiple people hated Nubrac and his strategy, they reported him and considered him to be a troll as supported by the quotes from high ELO players above.

"And I'm also positive conspiring against someone to get them wrongfully banned is against TOS, and is one of the most toxic POS moves you can do to another player."
Multiple people reported Nubrac. NB3's report was the one that got the most traction and streamlined Riot into making a decision based on all of the previous reports he'd received.
"Also isn't this the same guy who accused a certain streamer of viewbotting, and accused a player having a semi-bad game of wintrading? I dunno, tired of seeing him in drama, just ban the kid so we can move on without him."
Not a huge fan of NB3 myself, but that's in the past and it doesn't have any bearing on this situation. Totally separate situations, you don't need to consider NB3 a credible individual to make an educated decision on the Nubrac situation.
