Are players being banned when they are reported?

I have been playing this game since season three, and I very much welcomed the idea of The Tribunal. However in recent times it feels as if reporting players does nothing. I just had a game where an early surrender was denied, and the player who asked for it simply refused to play anymore. She was Morgana in the support role and after the surrender was denied NEVER left bot lane. A team fight happening in Mid Lane? Morgana stands at bot inner turret and tries to split push with support items. In the SAME game my jungler playing Jax had one kill two deaths and ZERO assists by 20 minutes. He then continuously calls for surrender while standing in the fountain.

So my question in the title stands, are reports even doing anything? i haven't seen the "a player who you recently reported for bad behavior has been punished" message in what feels like nearly a year. These players RUIN games and the entire experience for everyone in their game. Yet it truly feels like they go unpunished and dare I say they go not even looked at for their destructive and toxic behavior.

I took a break from this game for almost two years for this same issue. On my return to the game i hoped for a better experience and i am very sad to say I am very disappointed. Please Riot Games, if reports are doing nothing then please bring back The Tribunal and allow the player base to do something about it.

I truly do not want to leave this game again. When a game actually goes well and no one is toxic or abandons their team (something that is becoming an incredibly rare occurrence) the game is incredibly enjoyable. In these instances I enjoy playing with my league friends for a couple games to sometimes hours worth of game play. Yet as soon as a toxic player ,who has no room or right to be in a game, ruins the experience my interest in continuing to play instantly drops to zero.

There has to be an answer to the toxicity in this game, Chat Restrictions are not the answer, Banning players is one, lumping together players who are often reported to have them play together is another. I just feel as if nothing is being done. I would be eternally grateful if i could receive a response from a internal employee from riot on this.

As stated I deeply enjoy this game when the player base actually adheres to the codes of conduct. However there just seems to be no response to breaking said code anymore. I don't want to leave but at this point trying to climb in Ranked or even enjoy myself is starting to become impossible at points.

just read this forum dude, people get punished all. the. time.

the tribunal was wayyyyy too slow and had a higher % of inaccuracies. Not to mention the fact that the current system was at least in part designed around what the tribunal would vote as toxic

so yeah, its not coming back, sorry to tell ya

Short and exact answer; No they aren't.

A report does not trigger a ban, it triggers the system to review the game, and the system will return a toxicity score (0 for no toxicity found) for that game.

Since the system punishes people based on consistency x severity, that game's review result will be stored on one's account and taken into consideration for future punishments. Once the account passes a certain accumulated levels of toxicity, it will get punished.

The reform card currently shows the punished player 1-5 recent games as examples of unacceptable behavior, if the game you reported them shows on the reform card, then you will get a punishment notification. If it has passed the recent time frame, you'll never get to know whether someone got punished.

To be honest, a bit more feedback would be really nice.

I systematically report toxic people..... for now. But since I never get feedback for it (I got it just once and it was a special case), I often wonder if they do anything, and I might stop it alltogether.

Feedback is a very basic things that we, as human beings, crave anytime we do anything. If we don't get it, we will stop doing efforts. So if Riot want people to report misbehavers, they need to be more proactive in giving feedback.
