I feel like very gradually we have gotten to an "everything is offensive" area in video games

And while I KNOW that this post will get downvoted as is custom of p.b i ask that you hear me out. It feels very much like riot is handing out penalties for pretty much minimal cases. Personally, i have always followed this very firm belief that if you dont like what x person is saying. Mute x and move on. Everyone, you and I included get upset sometimes. It happens, despite what HALF the pretentious commenters on this specific sub forum would like you to believe. It occurs. Regardless this is not to justify toxic behavior but rather to look at

was a slur used? y/n? if no, will this physically hurt the other person or mentally? y/n? if no, penalty isnt necessary. What would the mute function be for if not to just ignore a persons comments. It makes very little sense to be so quick to punish others when there are other things implemented to make the experience better

The mute function does not make the experience better, it just prevents it from getting worse.

I don't understand why it's such a difficult concept that a person's behavior is the responsibility of that person. It's not the responsibility of everyone else around them. People are not entitled to act like assholes with no consequences.

Mute so you don't have to deal with it. Report so others may not have to deal with it. Move on.

Or maybeeeeee just don't break the rules so you don't have to get punished

If you're getting punished for an ostensibly minor offense, then it'd probably do you well to consider just how frequently you commit that offense; since the IFS works off of Severity & Consistency, continual low-key offenses (such as passive-aggressiveness, defeatism, etc.) will eventually earn the same punishment as more severe ones (like flaming, insults, etc.)

Everyone, you and I included get upset sometimes. It happens, despite what HALF the pretentious commenters on this specific sub forum would like you to believe.

I hardly ever, if ever, see anyone say that people don't get upset or shouldn't get upset. We acknowledge that people do get upset, but what we reiterate is that you shouldn't let that vitriol spill over into chat.

will this physically hurt the other person or mentally?

Words on the internet cannot directly, physically hurt someone.

Even still, your flow chart is too sparing. Where's the consideration for the harm to team cohesion? Where's the consideration for the rules? Why is psychological harm the say-all/end-all for whether or not something should be punishable?

What would the mute function be for if not to just ignore a persons comments.

The mute feature is there to prevent you from seeing further chat from someone in the context of a given match; whether it be because they're agitating you, harassing you, etc.

The report feature, as Imperial Pandaa said, is there to prevent other people from having to deal with it in future matches. It's meant to rectify the player's behavior and encourage them to stop agitating/harassing others.

It makes very little sense to be so quick to punish others when there are other things implemented to make the experience better

The rules > mitigating features. Everyone agrees to follow the rules Riot set up in the ToU. IMO, it makes very little sense for people to be so eager to break the rules.

And, as ever, there's appropriate analogies for mitigating features and rules/laws, two examples of which;

Bulletproof vests exist, and there are still rules against running around and shooting people.

Fire extinguishers exist, and arson is still a crime.

The existence of a mitigating feature does not supercede the rules against those offenses. And since the rules exist, it makes perfect sense to punish people who break them.

This is key here.

You are conflating annoying with offensive.

If someone on my team is spamming "cuck" at me, it's not offensive. It does not hurt me. But holy shit, it is like having a fly trapped in the window.

But you can just ignore them

Yes, true, but there also needs to be an impetus for them to grow the hell up.

There just shouldn't be a chat at all. They got rid of the in-client public chat around 5-6 years ago because of all the spam and bad language.

The only strong argument there was for keeping the in game chat no longer exists. We used to have to call out jungle timers and ults, but now those are available to ping.

And if you really wanna make friends, make them after the game. Anyone who wants to be your friend will accept your request.

I don't understand but maybe it has to do with their system being abused by people that got attracted to LoL because of TfT? I find that hard to believe though, I guess they changed to a fully automated banning system like what Dota 2 has. They don't even check the chat anymore I guess. I stopped playing Dota 2 and I'll stop playing LoL too if they insist on fully automated. This is the wrong direction to move in.

I think the amount of arguing/flaming also adds to this. Lots of the repeals made in behavior tend to be very long compared to the less than 5 comments made per person in games without someone flaming.
