I was permabanned nearly two years ago on this account. There's not really an explanation for my actions. Since then, I believe that I've reformed, as I haven't been punished since then. I just saw a video where Riot Phreak was quoted as saying "Eventually, we do lift permabans. We lifted Jensen's." Now, I'm not quite the level of a pro player, but I was wondering if it could be lifted. If not, that's fine. I will continue to play your game, and not be toxic any longer as I have done for over a year and a half.

Look, Riot. I'm not going to change my behavior towards video games no matter how many times you ban me, chat restrict me, or put me in lower priority queues.

This was probably shortly before you were permabanned. This is why they don't give people second chances after a permaban anymore; they used to have a "Level 20 Challenge" to show you reformed, but 95% of the players went right back to being toxic.

Actually, this is the unfortunate problem. Allowing permanently banned players another chance is an extremely damaging cost. Do you know what the success rate of the Level 20 Challenge was? 5%. Do you know that for each person, they clearly outlined the toxic behaviors and had 1 on 1 conversations with the players to try to improve their behavior? These are players that were hand-picked by Player Support staff because they felt the pleas from these players were genuine. The success rate was still 5%.

Do you know how many games on average these players played? 100 games / month. When a permanently banned player fails to reform, they are creating miserable experiences for hundreds, maybe thousands of players a month. That's not a cheap cost or a low risk and we cannot consciously justify that, for the sake of the rest of our players.

You misunderstood what Phreak was referring to. They don't lift permabans on accounts unless it was done in error. In Jensen's case, he was banned from ever competing again, and any accounts he made in the future would be banned on sight. They lifted those restrictions since he showed signs of reform. None of his accounts were unbanned though.

If it's his video to Tyler1 he's referring to banned permanently from being able to play (as in banning his accounts on sight), or in Jensen's case being banned from participating in lcs (both as coaching staff and player). So no, it doesn't apply to your case.

Oh, I'm sorry, were you under the impression that the definition of "Permanent" has changed recently? Because: It has not.

There's a difference. You are not banned entirely from playing, you just had your account banned. You are welcome back any time, but you aren't getting your account back.
