So i got perma banned whats going to stop me from going on a new account and spewing toxic words. ESPECIALLY TO NEW PLAYERS. MY account should of been chat restricted. I can now make a new account and be toxic to new people coming into the community.

note this is a hypothetical situation.
Note that if you do that, the system will pick you up again really quickly and escalate punishments again. The system is more strict at early levels to catch precisely that type of behavior.
The same behavior that got you banned at level 30 will get you removed much more quickly at early levels. Shape up or ship out.
If you intend to reform, then good luck to you.
Most people don't like having their accounts permabanned, and the threat of it happening once (or again) is enough to dissuade them from their toxic behavior and reform them. If you are one of the few that refuses to learn, you'll just get your new account banned as well. If you just improved your behavior I promise you'll have a better time, both through a more positive environment in your games leading to better matches and more wins, and through not getting permabanned and losing all progress you've made.
With that mentality, you should be permabanned from life.
And you will lose that account, and every other account you create until you stop being an asshole.
Permabanned in 1 day? I mean you probably deserve it but...
