Is it possible to send in video of int/afkers
I never get the notification that they are being punished i was wondering if i could submit video or the replay of it to get this punished since the bot is incapable of it.

You just have to wait it out until they get caught. Those tickets are usually just closed without action. They dont want to spend time or money on it, they let the automated system handle it.
Proof is I had a guy with the N word in his summoner name, spam the N word among other things in game. Sent in screenshots to riot. Ticket closed 3 months ago. He is still playing.
They take inting / afking fairly seriously, if you submit solid proof then they will investigate, although they won't be able to tell you if they punish the players because of privacy protections for that player.
The problem with expecting the instant feedback is that you are rarely the one who reports and gets a punishment triggered.
Just report and move on. If they let everyone know that anyone they reported got punished, it would probably machine gun the system with instant feedback and would turn into a barrage of messages and a nuisance of "omg why are these messages still coming?!!?" rather than a "oh hey! justice was served"
Sure, just make sure in your video that you edit it to make it look like the inter/afker said "GG EZ", or "KYS" at some point, and then riot will actually do something about them.
if you view the replay and say use fraps or something and capture the video you can record the entire match and send it into riot as a support ticket..you can attach files this includes replays. and pictures.
