Why is this behavior not punished more harshly?
https://i.imgur.com/RSZxolN.jpg This player tried to surrender and we refused, so they spent the remainder of the game AFK farming the jungle. He's not even split pushing; in this screenshot, we had been fighting for well over a minute, and he's just chilling in the enemy jungle.
Doing this even once should result in a ban from ranked.
Farming is technically not against the rules.
What do you want him to do? That game is pretty much over for him and your team at that point.
He is doing what he can to keep himself from dying, because if he were to go join your team he'd get deleted as he only has 2 completed items, one of which are boots, and the enemy team has 3 fed people.
Ya man, move on.
It's possible to recover from "just farming jungle". You'll have to find something more significant than "he was farming meaning he gave up" to prove that he was griefing.

On the player behaviour board "soft inting" does not exist, only "bad game", and you will be, as you already are downvoted ;)
