About permanent bans

Is there any rules about permanent bans beeing issued ,accordingly to what i speak about my past punishment i got 8 months ago for some kinds of threats against a grief with support reply submiting , seems intresting what permanent bans are applyed for ,considering is an 140 years ban which dosn't looks like you could do something further more about .. , instead of that people also change a lot over years ,once they achieve a more mature mind , or control better the stress which is around when playing competitive ranked ,expecialy considering i play from EUNE , idk how thinghs stay in NA.

I am intrested in about 2 thinghs , seems to be weird how some people gets banned in 2 games chat logs , others in 3 games chat logs , so considering what i done , seems extremly weird all this situation , as i not even attempt to someone personality to insult and neither to criticism ,take of builds, skills regarding playing ,the fact they died a lot , or anything else i done before the 14 days ban 1 year ago ,somehow i had nothing to win from what i done as i had only honor lv 1 was the end of season , and i only sayd those stuffs in order to chill him out and make him more responsable about how he plays ,nothing from that happen , so i don't feel like he coulded get offended by what i sayd.

So i am really question ,what kind of behaviour and how riot decides what to be permanent banned and not reversed??? , expecially when i talked with support players on assistance line they told me that my recent chat logs ain't that negative and neither that toxic , but explained the justify of the permanent ban regarding my past behaviour punishments i received.

So i been having issues in my past behaviour but after the 14 days ban i stoped any contact with what i been before ,because i didn't wanted to be again punished thinking i do something good, as clearly was useless any criticism , and neither was bringing me a better win rate , so 3 months of staying chill , considering i was talking all the time in past about any gameplay , when i was feeling as it hasn't been okey , is somehow a huge progress ,and i also been punished in past for my behaviour droping honor level and the punishments around , so i don't see how the permanent ban really reflects over my past behaviour , as i already somehow got punished for that and i haven't showed that behaviour time of 3 months(even the new account haven't meet anymore that behaviour and i play on it of 9 months)
