Yes, when it is a clear-cut case of intentionally feeding, players are punished.
The issue is that it's not always easy to identify a feeder.
Ive reported at least a dozen people for going 0/5+ in the first 10 minutes and they dont seem to fucking care
Playing poorly =/= intentionally feeding.
People have bad games.
People are bullheaded and will continue to pick stupid fights even when behind.
People shouldn't be punished for that, because then we wouldn't have a community in the first place.

No you weren't, you were suspended for negative language and player harassment. Saying something like "Hey bot, ward up because their jungler is MIA" will never warrant a punishment.

it cant be that hard to look at someones match history and tell that someone is inting.
League is a massive game, one of the largest in the world. It is virtually impossible for an automated system to consistently detect griefers, AFKers, and feeders. It is also unrealistic for Riot to hire employees to sit through every game and determine if someone is feeding or not, even if they somehow managed to make each review take 2 minutes, it would still be impossible to keep up with the backlog of reports they'd get.
