The reason I believe "toxic chat" is a strange guideline that needs adjustment

I for one believe that this is a bit of a stretch to say it falls under "being a jerk." It's this type of situation that confuses people who wish to be involved with the boards or play the game without fear of punishment due to statements that otherwise would be seen as ok.

Your thoughts?

My thoughts are that this was probably a discretionary removal, but that your wording does rather come across as "everyone you play against is bad or a bot," which can definitely be read as "either you suck, or you just play against bots." I'd probably have considered leaving it up, but I would recommend taking the extra time not only to think about what your INTENT is, but also how your words read TO OTHERS.

My recommendation would be something like "You may not have played against many experienced Fizz players," which is something that can be applicable to anyone of any tier or game type, and doesn't carry the same "you must be low-tier or play bot games" connotations.

instead of saying "You sound like you're bronze"

you could actually point out what's wrong with the statement.

ie, "Fizz invulnerability lets him slip out of most cc, so he's very hard to kill on top of having a lot of dmg"

You will get banned from boards or your comment removed, just because a moderator feels so. They are not consistent, nor logical. You can not do anything against it, sadly...

Ps.: Just look at Djinn's first comment here. "which can definitely be read as " - You write something, they read it as something else, and punish you for that something else ;)
