They should have to play out their restriction in non-ranked. If they were toxic enough to be deemed worthy of having their chat taken away, they should have some time away from ranked so they don't rage in their next game and ruin it for everyone.
This would result in two things:
Players who were frustrated, angry, and toxic would likely become more so because they couldn't play ranked when they wanted to.
It would make normals a toxic cesspool - a "Prisoner's Island" which does not work for many reasons.
We used to have a thing like that. It was called ranked restricts. It made already negative people extra annoyed and resentful, ruining normals queue. The point of the chat restrict is to limit their ability to rage, so adding ranked restricts didn't create much benefit.
