TL;DR: Verbal abuse/harrasment isn't the only form of toxicity. Players who AFK and intentionally feed create toxic situations within the team/game. Need equal punishments for AFK's and **actual **intentional feeders to that of "flamers".

It's a word that's thrown around in this community a lot but I don't think players have really experienced true toxicity. When a player makes comments about your play like "Why did you do take that fight?" or "Play safe at turret and stop feeding", that's not toxic. It's annoying to hear someone critique your play especially if you know you already messed up but that's far from being toxic. When someone is saying anything along the lines of wishing you get cancer, or telling you to kill or hang yourself (not the hehe xd kys kind) or anything regarding your family getting killed ,using racist or homophobic remarks, THAT's toxic but majority of the comments aren't made in all chat during game because that'll auto flag your account for review. Most of these comments are being made in pre game lobby or post game chat where those logs aren't recorded which is as giant flaw in the reporting system IMO. Regardless, I think players need to know the difference between ACTUAL verbal harassment/abuse and game talk. Also, the mute button is your best friend. Btw I don't get the point of banning players for "flaming" when there's a mute button. If a player who's getting flamed partakes in the arugument or whatever, that player should have some penalty also since he chose to stoop to the flamers level when they could have simply pressed mute.

I know the cool thing right now is to call someone who died like once or twice a inter or accuse him of "inting" but sometimes players have bad games. It happens to the best of us. We might get camped, or make bad decisions but it happens but we should also learn from those mistakes and try to play safe as much as possible. There are players who become extremely tilted and start running it down mid, feeding the enemy team kills but will never get flagged because they'll never say a word in chat. In cases of obvious trolling like stacking item 3070 item 3070 you might see a ban but the system is so easy to to get around, actual trolls won't be that stupid.

I used to be an extremely toxic player I'm reformed now. Looking back, I would apologize to everyone I said horrible things to. League no doubt can be a very stressful game, especially if you're trying to climb the ranks and get better. Some tips I've learned is to never play in a bad mood and try to play with some friends if you can.

Pre and post game chat logs are saved, although I'm pretty sure the automated punishment system doesn't scan them. These logs can be looked up by a Riot employee though, so if you see someone using hate speech in these lobbies, I would say to add a note to your report that points this out.

The punishment for confirmed trolling/intentionally feeding is actually harsher than that for toxic communications.

Starts with a 14 day ban on first offense, and a permanent ban on second offense.

The difficulty comes in confirming whether they were having a bad game or actually trolling. Intent is everything in this case (not in the case of communications, doesn’t matter if you told their mother to get cancer because they flamed you or because you’re an asshole).

-> jungler comes to lane, takes everything and upon being nice with "leave the lane or imma run straight down mid", i ran down mid 2min later.

-> matched with turks who completly ignore all communication attempts

-> matched with 6 german nazi's who spam the chat with racial slurs calling me "go die you fucking jew", ofc they didnt surrender and this continued on for 40min .. fun game rito

The perception is that you can pretty much do anything you want except flame and chances are the only real risk is a slap on the wrist. So people do that because of the environment created solely by RIOT's stupid discipline system.

Pre and post game chat is saved. Riot Tantram has posted some of them when toxic players tried to lie and get the community on their side against Riot.

Intentionally feeding already IS punished when it is confirmed as intentional -- a somewhat tricky process. Plus it is punished more harshly than all but the most extreme flaming, so Riot already does that.

AFKing is a trickier situation. If you're AFKing in a game and acknowledge your plan to do so, that person will get hit by the punishment system since AFKing intentionally to harm your team is a toxic behavior.

Ultimately, however, there ARE valid reasons to AFK -- emergencies, real-life situations, loss of power, issues on your connection, and so on. League is, after all, just a game, and Riot can't tell WHY you AFK'd -- only that you lost connection. As such, I think they've decided to err on the side of acknowledging that it's impossible to functionally punish AFKs without catching people who simply value League as a game rather than as something more critical than real-world situations. Yes, it's frustrating, and yes, it's potentially exploited by a minority who AFK aggressively as a punishment technique for their team, but the alternative could end up punishing legitimately non-toxic players -- something Riot strives to avoid whenever possible.
