You were given a 14-day ban while you were in game. But, you then got banned for your behavior in THAT game as well.
Oh dear. What the riot employee is saying is that while you were playing a game you got flagged to be reviewed and were banned for 2 weeks during a game which you were allowed to finished before your ban started.
While in that game which was your last you were again toxic enough to be found guilty again and it escalated your ban.
Sucks you were permanently banned but it sounds like you need to stop playing for a while to cool down and then play again.
So, When I Getted The 14 Days Ban , I was already Perma Banned??
It could be one of two reasons.
You might have received a manual review that escalated the ban while the 14-day ban was taking place.
Or you were perma-banned for a different reason, such as suspected scripting or a suspected account compromise.
You should have received an email saying what day you were assigned bans in either case.

While you sound like a pretty crappy person to play with, I have to say it doesn't really seem fair that you weren't able to go through your suspension and have a chance at reforming one last time.
