Does it seriously take over a month to ban an obviously boosted player?

I reported this player while they were being boosted over a month ago, and I just encountered them again post-boost.

Can a Rioter explain to me what's not obvious about this, and why this player hasn't been banned?

how is this person boosted? I only see positive scores, except for the Soraka game, which was just a bad one? since he plays support, probably auto-filled. (no it's not my account, but I really don't see why this person is boosted)

Riot has access to information that will tell them if any account has been shared between people. Given this, if they decide not to punish this player, it's because the player wasn't boosted, at least not by sharing his account.

Keep in mind duo queue boosting, where two people of different elo queue together, is not prohibited.

Dude I reported a twitch streamer who is a self admitted: Account Sharer Account Buyer Account Booster Account Seller Intentional Feeder

All of this was said in-game, backed up on his twitch account. Riot didn't even give him a chat restriction.
