Does riot go and check their chats or do they check their next game? I mean like who checks it. Is it possible that you report a toxic person and they don't get banned? If someone is doing bad because they are lagging or because of other internet issues and their team start being toxic on them and they eventually lost, whose fault is it? Does riot ban someone that showed low league skills because of their internet problems? I just need to know this sht. I have tons of questions to ask but if anyone wants to answer, you can just answer one. I will never understand anyways. SHUT THE FRONT DOOR!<<<<>>>>

It checks the game the were reported in only.

I mean like who checks it.

An automated system.

Is it possible that you report a toxic person and they don't get banned?

Yes

If someone is doing bad because they are lagging or because of other internet issues and their team start being toxic on them and they eventually lost, whose fault is it?

No ones

Does riot ban someone that showed low league skills because of their internet problems?

No

I have tons of questions to ask

Ask away

You know what, I'll go out of the way and give you an indepth answer. You can ask more after learning a bit more.

Verbal System flow chart:

 1. Recieve a report
 2. Flags the automated system to check that game for toxicity
 3. Scans the reported player's chat log and assigns a toxicity grade to it (no toxicity = 0 pts)
 4. The toxicity score within that game will be added to the player's existing behavioral history score
 5. If someone passes 100 pts, they get punished.

NOTE: Multiple reports from the same game returns the same results and are not stacked ontop of each other. This was purposely programmed that way to prevent premades from abusing the poor solo guy.

Assume player1 started the game with a behavioral history of 95 points and player2 started the game with 50 pts. Player1 flamed player2 a bit, and player2 burst into a rage of flame. At the end of the game, both are reported. Assuming the system assigned 5 pts to player1's toxicity and 50pts to player2's toxicity, player1 will get punished in that game while player2 will not be punished.

In the above scenario, while player2 won't get punished immediately in that game, player1's report was still a massive contribution towards getting player2 punished. If player2 keeps up his toxicity, it won't take long before he gets punished. That said, player1 may not necessary see a punishment notification when player2 gets punished.

Riot Tantram has said that players will recieve a punishment notification if the game that was reported is in the reform cards. Since reform cards only show 1-5 recent games as examples of unacceptable behavior, it is very possible that player1's game is not included in player2's reform card. Which means player1 will never know that player2 got punished.

If they are reported for chat related reasons, an automated system reviews the chat logs and issues penalties accordingly. If is for other reasons, it is manually reviewed, though there may be some automation to remove false reports.

You will NOT be penalized unless you are INTENTIONALLY feeding or trolling. As long as you are trying, you will not get a penalty no matter how many times you are reported.
