Toxicity apply to client league chat as well? Or just strictly "in-game"~lobby area?

Basically that. I got friended by a random, who tried to get me to buy a skin for him. And then he kinda just went completely off. Transcript went as such (To avoid revealing names from screenshot)

"*** you"

-"Oh my, that's some foul language you have there, did your parents teach you any manners at all?"

"Yo mother fukker **** and go cummmmm your Dickk off understand u stupid assss bitchhhh ***** mother fukker %%%%%aaaa assss fukkin lyuing assss bitchhhh masde mother fukker" (<- spelling errors and all)

-"I'm lying? Really?!"

"Do u have a 3====D ?"

-"I see they taught you how to spell too. I'm not sure 'masde' is a word. Nor is 3====D"

"I asked you a question mother fukker"

-"do you mean ******? Because fukker isn't a word"

"*****" ..... "trans peice of shitt"

And so on this continued for while, until *he threatened to report me to riot unless I "shut the fukk up"

Not that I nessecerily helped with my sarcasm, but that language was rather... "impressive"... and crude. In how childish it all seemed I guess would stuff like this be reportable even if it's not in-game?
