I've got conflicting first-hand information about that, you should be eligible if your penalty happened after the season ended. I'm going to see if PS can reach back out and clear this up, if it is indeed incorrect.
I asked about it, but the information you have here might not be enough context to explain the scenario you're in. Could you show your initial ticket messages or tell me what Honor level you were at when you got punished?
Maybe some of the games in the report card were BEFORE season ended
I'm sorry, this doesn't sound very fun or fair! But it is a testament that even after the season ends you should be nice, polite, unargumentative, non rank shaming, non harassing, non chat spamming, not engaging trolls in toxic conversation to be baited out, and otherwise mute everyone if you need to remain civil at all times.
