Does Riot review reports from multi-banned players?

Volibear Bear with me.

     I am a much different man today that I was 2.5 years ago when I started playing this game. Before I was ever banned there was this invincibility I felt, that derived from all the toxic things I said and how long it took for any justice to be dispensed. For a time I thought, "There's no way these guys are actually reviewing these reports." Think of the worst thing you can say to another human being. I've said far worse hundreds of times over. Racial slurs, harassment directed at players who performed poorly, threats to harm other players irl, including asking for their physical address. I would go so far as to add players after the game just to _continue_ harassing them. I even had shit list of players who dared speak sourly to me that I would add, or if they refused the request, would make a smurf just to add them again...just to continue harassing them! I was the worst of the worst without a doubt.

 I did this for perhaps six months, saw numerous threats from people saying they were going to report me, but then again I had during the whole duration of my play and nothing had happened, what had I to fear? The first ban I got was to due inting a players lane who was toxic toward my duo partner. I got the ban and he got his just desserts, plain and simple. The second ban is a whole 'nother story. There was a game in which we fed a Vayne a triple-kill early in the game as a result of some greed, she played it exceptionally well and it was one of those moments where everyone was like "GG, ff at 15". We managed to win the turbulent game and in the post-game chat I said the worst things I've ever said to a player. Told her that it was absolutely pathetic that she was fed a trip early and was unable to carry her team, that she should subsequently uninstall and kill herself, that she was literal garbage. I'm sure I also used the highly touted racial slur as well. This was how the second ban came about. 

When I saw the e-mail from Riot and saw the chat logs I felt so....adjective that escapes me! I'm aware that it's a three strikes you're out type deal, but honestly, based on what I said in the chat log I feel that I _should_ have been permanently banned on that account, and if I had I would've totally understood. I felt so lucky that it was only my 2nd time; blessed that I'd been given a final chance after so much toxicity and progress on that account: some 14 blue banners, skins and essence to boot. I was not deserving of this mercy, but as a result, I changed my ways. I achieved a peace I did not think I was capable of: a nirvana men dedicate their lives to the pursuit of. I no longer allow players or trials in matches get to me as they had in the past, knowing that one slip up would be the end of Clubpengconvert. I refuse to let Club Penguin die a 2nd time.

Often times I play in at least a duo, but occasionally more. When we had the majority on a team we'd all report a player whom we felt was deserving of it, and numerous times, even after my first ban, we found that we were successful in our pursuits. However since the second ban that's changed. I'm coming back from a few months absence of the league, been back about 2-3 months, and filed a number of reports, the more verbose and vile containing specific details of the harassment from the players I'd reported, as I don't necessarily expect Riot to review every small report, especially if there are no details included, as some more petulant players are eager to report players merely because they got their asses handed to them and perhaps the player hit them with a "ggez" at the end or the classic "?" after a failed attempt kill, or tower dive. 
In many of my reports, the toxicity from the player is so extreme that other players state they're going to report them as well, and call for reports from the enemy team. In some of these instances the players in question put the harassment in all-chat, so I know these players had to have been receiving numerous reports. But not once since I've been back have I seen any of these reports bear fruit, and I'm trying to understand why. Is it because I've been banned twice? Does Riot not respect the opinion of the formerly toxic man? If that's the case, that's fine, I can accept that, but I want some clarity on the subject. I want Riot to simply say that this is the case if it is so, and would also like to know if anyone else has had similar experiences. I want to know that someone is hearing me, and if not me, at least your players who have clean records, who've never been toxic, who don't deserve to be harassed in the manner that I've witnessed on numerous occasions. 

If Riot came out and said, "Yes, we do not really look at reports from multi-banned accounts", I'd be cool with it, but if it is the case, then why don't you just remove the option in such cases. If a players been twice banned and you're not going to hear them out on a matter, then don't give them a voice, and most importantly, don't make it seem like they're able to impact the game through reports, because apparently we can't. 

	Some may say: "Just turn off all-chat." Communication is key, especially for new players, but in general. Newer players may have questions of what to build, how to beat so and so, etc. If you turn off all-chat you may as just well play against bots. I want to engage with players, I want to see or say "wp" after an excellent duel, I want to engage in competitive banter from time to time. Personally, I can deal with harassment. I'm a big boy. I'm a morbidly obese man, I can take it. But that doesn't mean that other players or myself should have to. You created the ban system for a reason, these forums for something. Show me that's not for naught. 

To not review reports from multi-banned players you imply that a person is incapable of change. That because of their past they are incapable of deeming what is toxic, or simply do not have the right. I was one of the worst of the worst. I'f **I'M** saying it's toxic, it's toxic, brother. I'm of the opinion that many toxic players continue to stay toxic because they've been so for so long without punishment, as was certainly the case with me. If you're on the other side of this you feel that there is no justice out here in the Wasteland; that the House always wins. I write this in hopes that you will prove to me that the contrary is true.

I didn't read your whole post because it's very long, but the only reason they wouldn't look at your reports is if you send in a ton of false reports

No, the IFS does not care about the status of the reporter. It only cares if the reported is toxic or not.
