Why am I matched with people I report?

Just had an insanely toxic Poppy, probably the most toxic I've seen all month. I muted and reported her and moved on. The next game she was in the lobby though, with us. I asked her to be nicer this game and not tilt our team and she acted like it was her first game of the day, so I dropped it and moved on. Maybe she was just having a bad day. Sure enough, she had an honor ribbon... somehow.

I reported her after the second game too, just because of how toxic she was the first time. I don't know if she said anything the second time since I instantly muted her, but I don't think she did because my team didn't say anything at all towards her in the game. I think she stayed quiet all game and wasn't toxic that time.

Even so, I got the notification that she was punished after that game. It felt good, but why was she punished the game she didn't do anything wrong, and not the game where she flamed and intent fed and trolled? Why was I matched with her again? I shouldn't be matched with people I report for being insanely toxic. Why does someone that toxic have an honor ribbon?

I felt a bit bad at first for getting her banned in the game she didn't do anything wrong (only a tiny bit,) but then she added me on her other account and started to flame lol. Guess that means her punishment was a ban.

Instant feedback can take time to process. I believe up to 15 minutes was said?

And they can't really have the report system affect matchmaking.

If the system prevented you from playing with someone you reported, people would report players that did really well on the other team so as not to have to play against someone that can beat them. It's an abuse case scenario. Ultimately, while it sucks to run into them again, it just means that if they exhibit that behavior once again, you can report them again greatly increasing their chance of being banned.
