Ok Riot lets talk about the fairness of these chat restrictions real quick

I understand that you apparently review everything when it comes to in game aggression. I wonder though..... do you really do that? Do the players who actively provoked the so called "aggressor" to become aggressive get penalized? I've been in situations where I've had an entire team turn on me out of no where after they were spitting out one toxic message after the other at a time. Then somehow they band together and report me. I get chat restricted after defending myself and letting them know about their selves. What happens to the reportee's? Do they get reviewed in case they are the aggressors? Another thing, you probably say.... "Oh you have the option to not only mute the players, but mute the pings as well." You play league to if i'm not mistaken. You know how hard it is to get people to work together in Solo/Duo Queue with only pings. We need to chat. As you have reviewed my chat restrictions recently you still see that even with my anger boiling i try to still make calls, i try to still be polite once I've decided to stop talking. You know why? I still want to win that's why. IDC what problems we have, If were behind and me and this other person have been at each others throats since the beginning of the game, ill still make the attempt to try and negotiate by passing on some advice or giving the person a buff if the situation calls for it and etc. but riot. There has been times where i haven't been the "aggressor" and the trolls in the game were quick to go in the chat and shout obscenities like the N word or literally saying "This guy said he will R*** my kids" and "This guy kills babies" and I've been reported for games like that? One i'm black so the fact that these people who are not of color say stuff like that is wildly offensive but my reports don't get looked at or acted on because their isn't enough of them for y'all to go on? and the other stuff would never even have been a thought in my mind but i get reported? Please Let me know if there is something done to the actual trolls, when they accused people who aren't even as bad as you make them feel with these chat restrictions. Do the trolls see justice served to them as well? Do the words they spewed at us that made us angry just get swept under a rug, while we who at first didn't even want to get into this argument until words were said to stir up personal feelings? I'm not saying i'm the saint of gaming, but sometimes i try to act peacekeeper because of my drive to want to win. There are literally armies of trolls that dont care for the game to the point where a win is the last thing on their mind. They would rather see others who do want to crash and burn. Now imagine being in a game full of them. [zombie-brand-clap] Nothing to personal, just very curious as to how this "reviewing" actually works.

To directly answer your pressing question, yes.

In an instance where someone is being provoked, the person doing the provoking can be held accountable for their actions even if they would not otherwise be punished. Basically, if it looks like someone's trying to provoke you, even if they're only being mildly negative rarely, they can be punished.

HOWEVER, that does not absolve you from your actions. Simply being provoked is not a defense - look up the state/province/national law in your place of residence and I can guarantee you that it'll say something along the lines of "being coerced or provoked to do X by another is not a defense" (unless there is a reasonable threat or risk of irreparable harm). You can't seriously claim there's a reasonable threat of irreparable harm that will come from someone flaming/trolling you. Thus that isn't a defense. You are responsible for your own actions, and if you choose to retaliate against toxicity by either trolling, feeding, or being verbally abusive, you will be punished as well.
