Problem with que system

Hey long time player here (for fun nothing serious like ranked or anything) but I have noticed that the number of toxic players is increasing. I did my thing selected my role(top), picked my champ.. (kayle) as per usual. Then someone demands to be top and that I jungle. (awesome but I just wanted to try out a champ and have fun) he proceeds to insta lock the champ and takes my role. So I dodge the game because if someone is that toxic before the game starts one can imagine how bad it will be in-game. But I noticed there wasn't a report section outside of the game where I could report this toxic behavior.

The point I am trying to make is there should be a report out of game mode for incidents like this and there AFK queue should be dropped so people who don't want to play with particular toxic/annoying people should be allowed to avoid them.
