Question About Reports and Queue

I finished a game with a toxic Graves. He felt discouraged throughout our game. I kept telling him to hang in there. I didn't feel the need to mute him (thus he wasn't on my ignore list). Well at the post-game chat, he kept continuing his toxicity. I reported him, but neglected to place him on the ignore list. I queue up a few minutes later for another game. Sure enough, the person I reported is in my game, on my team again. I want to give him another chance, and I'm approaching this game with a clear mindset, but still it's kinda irksome that you can be queued with the same person you reported. It seems counterproductive if you're ditz like me and forget to place some on your ban list. Is there a reason why this happens?

Un fortunately putting someone on your ignore / block list does not prevent match making from pairing you with that player in the future.

Best you can do is wait a few minutes before queueing up.

Placing someone on your blocked list doesn't mean that you won't play with them again. The reason is because in higher tier play, you often get matched up with the same people. If I have a game with a really toxic person, I take a 5-10 minute break. I'll let my dog outside or grab a soda. I have yet to run into a toxic person I was just playing with since I started doing this.

Oh. Then I've been misinformed then. :\ It just feels counter-productive to allow someone reported for toxicity to be placed in a game again. And I did wait a few minutes. Luck wasn't on my side (that or my few minutes wasn't long enough, but still) :\
