Does riot match smurfs against other smurfs?

so i was just curious, i mean obviously if your smurfing especially in low elo you could legit be any elo above bronze or silver, but it feels like when theres a smurf on enemy team you always have one and vice versa. i could be completely wrong though.

It matches based on skill. So smurfs should, in general, get matched against smurfs.

I'm sure it totally does, since I started an account (just to play relaxed without people flaming and the kind) and maybe the first 5 matches were with rookies but up from then, it's worse than playing in my main account, people are much meaner and disrespectful xDD sometimes they are like are you idiot or something!?!? and i "play myself" a fool like "i'm learning man, i'm just level 6" they say they are too and when they mess it up later and u tell them anything they get so cocky like "i'm fucking diamond 3 in my main account u fucking stupid" or whatever xDD, like being in a high elo makes it less awkward to flash on the spot xD. the thing is all the players in my games are smurfs, not a single noob, and they are even more toxic than the regular community, wich is "delightfully kind" on its own. Sorry if I made any mistakes writing xD

There is no way for riot to know if someone is a smurf. Even if they compare your IP it could be someone else from your household.

Generally, yes. It matches based on mmr but this change can take a while. A smurf who just recently got a low mmr account won't be matched with other smurfs. As more games are played, the mmr will level out and the person will play against those of the same skill level. This happens a lot when leveling an account (god help those poor people who are new to the game) and is painful since it takes so many games to level out an mmr.

Im pretty sure they do because if they do it supports my theory that when you're on a huge winning streak you'll eventually get on a major losing streak because you get matched up against smurfs.

I would say in the lowest of levels (1-30), the good scoring players (good KDA and farm) gets matched up against other good scoring players.
