Sorry, thats not how it works.

You are only sorry when you've been punished. If your records are right, you have received bans/warnings prior to your current ban. so yeah. just make a new account.

Riot has heard that before and tried unbanning accounts. Each time people promise that they won't be toxic if they were unbanned and fail to uphold their promise. Blame the people who were irresponsible for why you most likely won't get the permabanned account back, because its players like these that make these promises seem hollow.

Definitely take a look at the summoners code if you didnt know that kind of stuff can get you banned. Might help you in the future just to know the rules.
