A player purposely extending the duration of the game for more IP and XP.

Please tell me this is a punishable offense. Due to this player never grouping and telling the enemy team in all chat to extend the game, our game lasted a good 15 minutes longer than it should have. The enemy team had a player afk when we were already winning by a decent amount and we had their base open by 20 minutes yet this game went just over 42 minutes because our most farmed/fed player refused to group and end the game and was urging the enemy team to fend us off to in order to keep the game going.

Just tell him that's really stupid and he doesn't know basic math, you get more with 2 games than 1 long one.

if your team wants to end and you don't and refuse to help them it's refusing to communicate

also it's silly because it's literally what those 4 want, to turtle, to farm up and to have a single good teamfight late game to quickly push you down

It probably is if they keep doing it? IDK, never seen anyone do that other than in coop vs AI for the optimal ip/time spent (which is 21 minutes) during a double xp weekend.

Not reportable. There's nothing that says they have to group in the ToS. The player is allowed to try to complete his entire build to see how effective it is for example or whatever he wants to do (maybe trying to get an S).

I mean if this is something to be punished then I will be heart broken. Nothing wrong with encouraging the enemy to not roll over because that's not fun for anyone.

If there were 4 of you wanting to end and the end was actually available, you don't need to 5th to do it. I have won many a 4v5 as well as solo ended games for teams that don't know how to end.

It is pretty common for that to happen in low elo

Depends on the circumstances, really. In most of them it's a dick move but not reportable. However, if 4 people want to finish and one dick refuses it should count as refusing to communicate for obvious reasons - and of course if that behavior loses the game it's assisting enemy team.
