Can mods and rioters stop making excuses for low level toxicity

whenever the argument of banned players being toxic in low levels comes up, I see mods and rioters all the time posting,
"truly new players and smurfs get separated within the first few games of creating a new account."

what about all the players who are familiar with mobas like dota, heroes of the storm, or have watched league guides before hopping right in? I don't have statistics, but I'm sure a lot of new players to league of legends(not moba's) are actually placed with banned toxic players because they aren't dying 0/20/0 in their first 3 games. it also affects people that want to bring their friends to league and duo, because when you duo you get placed with smurfs too right?.

level 1-30 is toxic as shit. and riot has created a prisoners island there.

shit if riots system separates truly new players from smurfs within the first few levels why doesn't it just make the smurfs lvl 30? they don't need to learn how to play anyways.

I'll admit. You're right. Players from other games who have some skill with the genre but not with League may very well be lumped with new players.

I think you're very wrong to assume that all, or even many, of those players are toxic. Yes, it may make games less fun because they'll learn faster. But their MMR can change after they adapt to League. Without some evidence that players from DOTA/HOTS are toxic in large numbers and flocking to League to be toxic, I can't support that at all.

One reason is it'd actually put them at a disadvantage, given the different BE and champion earning from 1-30 now.

From my experience (I can't say if this is how it's coded or not), a veteran account who is queued with a new player will be matched with other groups which include new players (as best as possible), and the empty slot (if one) will be filled with someone "down the middle" (i.e. a new player of higher skill).

To my knowledge, when assessing a player's MMR for the first time (a new account) or after a drastic change in skill (immense win/loss ratio changes), the system will look at more than just win/loss and be able to determine, through gameplay, where the player likely fits.
