No, god forbid I'm the one wanting to, but asking since anonymous were asking reports on the guy that is wanting to "hang" himself in chat. Is that right or wrong?

Yep, exactly what Tombdragon said. If someone threatens something (even to him or her self) that seems life threatening, definitely submit a support ticket and let Riot escalate it to authorities if needed.
If you feel someone's life may be in danger, report it in a Support Ticket. You may even want to send them a friend request and talk to them.
A support ticket would be a better option than the post-game report because something like that would need to be investigated outside the standard system.
That's why a support ticket is the better option: It doesn't go through the report system, it'll get to a Riot employee who can check the account and, if necessary, contact the relavent authorities to check on the guy.

Send a support ticket, friend them and add them in game, and if they seem super serious, you might even want to consider calling the suicide hotline
I have mixed views on this suicide thing. Freedom of choice and usually those that keep saying "I'm gonna do it" and make a scene over it usually don't they just want the attention. I personally find the act selfish and immature. Lord Death will come when your time is ready.
