How does a level 85 player get into game with low levels?

Just finished a game where there was a level 85 Ashe on the enemy team. The other players, including myself, were from between lvls 17-24. Needless to say, we lost the game because of it. How does this happen? They definitely had an advantage over the rest of us. I know I am a new player and am just getting used to the game. This type of thing could make a new player like myself want to quit the game. Is this fair? Please Riot, can't you stop this sort of thing from happening?

Because league uses mmr to match people. You can be level 200 and still suck at the game. But you cant have high af mmr and suck at the game, unless you're boosted. So it tries to average the mmr of each team to be equal.

i once played against a bot lane where each had 500k mastery points and we still wiped the floor with them. account/mastery level doesn't mean anything with respect to skill. it just says "i play league a lot".

You can duo queue with new players and the game matches you against new players.
