Current Banning system for ranked Summoners not champions (Poll Included)

Can you please fix your banning system for penalizing people in ranked for leaving and trolling. Its unfair as it is. Afkers just don't care about the loss in lp when they are bronze 5 and a 30 minute time out. Implement a system like CS:GO where people get their accounts banned on a scaled system that wont be reduced until they have a week of incident free game play at a minimum of x games played. The bans need to be issued much more liberally also. Let the accounts play ARAM and norms and ban them from ranked for a period it will force proper conduct upon users and have people take ranked more seriously as they already should. I cant stand another match where i'm on or against a team that is 3v5 in ranked. People may be against being banned so often but tough their fault for committing a foul. I shouldn't be penalized with having to put up with these summoners who don't GAF while I play a proper match as a summoner who is trying to enjoy a game. Stop tip toeing around this issue it seriously is the largest balancing issue in your gaming system not the extra 2 mr that kat had by mistake its the constant 1 or 2 man advantages that are being overlooked that is the real problem.
