I would like this player banned. as i know kys is a bannable offence. so please Riot. A blue check this post. or whatever. just start punishing those behaviours.

You opted into private communication. That is not Riot's problem.
If you do not wish to accept responsibility for taking DMs with someone, do not add them as a friend. If you add them and then dislike the way they're messaging you, block them. Stop expecting others to do everything for you.

Submit a support ticket to Riot and wait for their response. Use your screenshot as proof and be polite to them. I can't guarantee they will do anything but that is what you should do. We can't do anything on the forums but comment about it. Next time though... don't accept friend requests from toxic people because it never turns out good. Wish you luck
