I hereby write this discussion asking if there is any other way to report a player other than the end of a game. I am just disgusted by the fact a player did not get banned because of his behavior in a game despite having atleast 2 reports on the same game.
Sure, you can report them via support ticket.
Note that, either way, you're unlikely to receive a notification of punishment. Doesn't mean a punishment wasn't handed down.

If Riot banned solely on the number of reports, and set that number to 2, I'm fairly sure you'd probably be banned right now, as would most of the community. Lol
