I'd like to ask if someone can explain how the chat restrictions work and if u get those again after getting honor back but you were also banned for 2 weeks before u got your honor back... I know I don't make sense but my question is, does the banning reset if u get honor back when u were already banned for 2 weeks?
No, it is a step in the right direction though. Normally the punishments go:
10 game chat restrict 25 game chat resteict 14 day ban Perm ban
It is possible to go back down the punishment tiers and recieve a secons punishment at a certain tier. Typically it takes longer to drop a tier than to unlock honor.
If your next question is how many game does it take, then the answer is there is no set answer.
So, the banning can reset after a period of time where you've played non-negative games. If you were banned for intentional feeding, you can get a chat restriction after the 2-week intentional feeding ban. That being said, you're punished based on severity and the frequency of your negative actions. If your behavior is bad enough, you can still be permabanned.
