How is this player not banned yet?

I was in a game with a player who had one of his jungle camps stolen by our ADC. The game was easily still winnable and could have gone either way at this point in the game. Our jungler got pissed off, raged at our ADC (and me for telling him to play the game we can still win at this point) and then said "I'm running it down" and ran it down mid over and over. Then continued to cuss everyone, tell positions of players on our team to the other team, like while I was soloing baron (I was way ahead), and kept just in general being the worst kind of player.

Next game I was queued with him again -_-. He gloated about only getting a chat ban (even though it wasn't just chat he also inted in the game). This game we won and after the game in post chat he cussed me and told me to kill myself irl and put a shotgun in my mouth and end it because as the mid lane ahri who was way ahead "stole" his blue buff from him. Once again continued with how I was a degenerate and cussed me some more ect. This is 12 hours later after two games of reporting someone for BANNABLE offenses and he's still spamming games?

Riot explain to me how something like this isn't resolved immediately with your in game report system? And yes I even reported on the website linking his op.gg to make sure the wrong player wasn't being referenced. This is the kind of player being actually toxic that needs his IP blocked not just a smurf account locked just so he can make another one and continue with this behaviour.

You do know IP bans are useless, right?

The system doesn't work instantly.

And IP bans are easily evaded while also causing collateral damage.

I don't think you need to link OP.gg sites. Riot has access to everything: replays, chat, and match history. If you reported him, then his behavior will get looked into. Sometimes it's instantaneous, and sometimes, not so much. But that sounds pretty bad; sorry you went through that.

Cause Riot doesn't care about banning real trolls to hard they say

They're probably honor 5. Some people seem to be immune to the system or have access to the exact list of words that cause bans.
