Is banning teammate's selected Ornn bad behavior?

As the title says.

So far I've played two games with Ornn and they both fed the enemy, though one game was winnable. I feel like it's too soon to bring him to ranked, so I ban him if one selects him. Is this bad practice?

Nope.

You’re permitted to ban whatever champ you feel would be detrimental to have on your/the enemy’s team.

If I see someone hovering over Ornn in my ranked games, I'm banning him. I'm sorry, but Riot needs to implement a system where the champion is locked from ranked until a week prior to it's release.

No, banning him in ranked is a good call

Unranked? Yeah, bit of a piss poor move. It's the best place to get good as Ornn. Ranked? Understandable. No one wants to deal with a first time Ornn in ranked and, if by chance he is OP on release, no one wants to be the victim. Maybe a week after release it will be a bit piss poor if he isn't OP, but right now it's fine.

In the right hands on the right team comp, Ornn can be very powerful. Plus maybe give the guy a chance and pick some CC champs to go along with his brittle passive. Imagine his ult with a Mumu ult right after, or a Morg one.

Plus, if you want to scale late game Ornn is a great pick as well, everyone gets an extra upgraded item to use giving your team a stat lead at the endgame.

Then there's the poor blokes trying to do the mission to unlock the icon.
