Players stealing roles in draft

Recently I have had a notable uptick in players attempting to or actually stealing roles in draft, both ranked and unranked. Players get onto the draft screen, see they are first/second pick, and immediately declare "role x" regardless of what they actually are. If the team flames them they usually back off, but if they lock in their pick either the player who just lost his intended role is screwed or the team is. Is their a way to punish this behavior other than reporting them after the game? It feels really bad when a player gets forced into a role they aren't good at or weren't intending to play, and it hurts the team overall.

P.S. I realize that this is similar to getting autofilled to a role you don't like, but in that case it is just a necessary evil of the system, not players actively screwing with other players.

Reporting after the game is the preferred method of getting their account looked at, but there are others such as sending a screenshot to support (choose the "I'd like to report other abusive behavior" option).

However, keep in mind that simply picking a champion that's uncommon is not considered to be "stealing role" - for a punishment/strike to be issued they'll have had to show some intent to steal role in game (could be saying in chat repeatedly they're going mid and not backing off, could be them taking smite if they want to go jungle, etc). If all they do is pick a fizz jungle, they probably won't be punished for it if someone dodges because there's no way to know for sure they wouldn't have gone jungle.

It's a super grey area because Riot takes the stance that someone's innocent until proven guilty beyond a reasonable doubt. As such, until Riot sees enough behavior from an account (be it in one game or multiple) that shows they are intending to play a role not assigned, they won't issue a punishment.
