Question about skin programs

Safe to use would come from 2 considerations. Q1. Will downloading it infect my computer with something. A1. No idea. Q2. Will my account be safe if I use it. A2. It depends.
If the skin program does anything else, it will get flagged as a 3rd party program, even if you don't use the other functions. If the skin program uses Riot created skins, like Project Ashe, then it will be flagged as a 3rd party program. If the skin program provides additional clarity about hit boxes or other gameplay effects, then it will be flagged as a 3rd party program. If the skin program uses entirely original content, that has no gameplay effects, then you're mostly safe. There is still a chance of it being flagged. There is a chance of the creators patching the program to enable something not allowed and making it flagged. It's a small risk, but I have a tendency to avoid risk.
No..... Do not use a PROGRAM that will let you use OFFICIAL SKINS. You will be ban. Plain and SIMPLE
