Will I be able to earn loot once my LeaverBuster ends?

I received a LeaverBuster months ago, and stopped playing for a bit because of the 20 minute wait-time.

Now I only have a couple more games before the restriction ends, will I be able to earn loot after this? Or am I permanently in the dog-house?

Every end-game chatroom: "You are ineligible to earn loot due to previous behavioral restrictions."
