I love how the system doesn't show the other players chat. The players calling you names, cursing, being racists, being full of hatred, using homophobic vocabulary, I love how I receive a 25 chat ban for typing facts, defending myself, and being upfront.

You gave me a 25 chat restriction for telling a jungle he was awful, after he proceeded to bait me by signaling me to go in, he then decided to not go in and left me alone to die.
Who cares, I don't. It's only a game. But after he baits me, then talks trash to me, I cannot respond?
Other players intentionally Feed. Other players intentionally go AFK.
I never ever use the phrases or words - "Kill yourself", "Die", "Cancer", or anything prejudice, racist, homophobic, religious, threatening, or wish any harm to come to anyone offline. This is a game.
But you tell other players who are bad mouthing you, talking trash to you, you tell them they suck, or they're awful, or that you Don't give a crap what they say, and you dish out a 25 chat restriction ban to me?
Your system is broken.

You dish out the same penalties to the toxic community as you do the tilted mature community.
There's a HUGE difference between Toxic, and understandably annoyed or defending yourself.
Facts are facts, and the fact is your current Report system sucks and is flawed and completely broken.
