Why does riot implement an asterisk censorship system when people that voluntarily turn it off knowing what could happen can report people for being negative or harassment and instantly get them 14 day bans, with no chat ban or anything first? (such as a**hole) if you had the censoring on, then you wouldn’t have known)
You can't report people for cursing. There is no penalty, punishment or other negative result that Riot applies for cursing.
Harassing people, on the other hand, is punishable no matter what specific words you use to do it.
Cursing by itself is completely acceptable and not punishable. It's when you use curse words to start harassing other players that it becomes unacceptable, though it's not really the cursing that gets you punished, but rather the harassment itself.
Also, if you received a 14 day ban with no prior chat restrictions, then you did more than simply use curse words. You exhibited behavior that Riot has a zero-tolerance policy for. This generally includes either hate speech or encouragement of self harm, though not necessarily limited to just those. Both of these are completely unacceptable and have absolutely no place in League.
You don't really need to see whatever's behind the asterisks to realize that some player is harassing you. There's a difference between "****, I missed my ult" vs. "You're the ** wurst." Only one of these sentences is truly negative, and could contribute to getting a punishment.

Hate speech and cursing are two very different things...
