Can you report someone for intentionally throwing a game?

Somehow someway is it possible. Just had my support intentionally throw a game by staying botlane as the enemy pushed mid and said explicitly and chat she's "done" (implying she intends to throw). Look at the replay of the game i went 12/3 Gangplank and skip to the end where she legit stays bot as the enemy pushes mid.
